the privacy policy of this forum reads:
We may also create cookies external to the phpBB software whilst browsing “Reject Convenience Forum”, though these are outside the scope of this document which is intended to only cover the pages created by the phpBB software.
does anyone know what these external cookies might contain and how they work?

I don't know where you got that Line from? The Privacy Policy for the Forum and general Page is located at the root ( https://rejectconvenience.com/ ) and I don't see it there. The only Cookies I do have for the rejectconvenience.com domain are those described in the aforementioned Privacy Policy.

It's part of the privacy policy linked to at the bottom of the forum, looks like it might be automatically generated as part of the phpBB software though I cannot say for sure.

Oh, yeah never actually saw that, my Brain must have blanked it out over time. It most likely is an earlier Version of the Privacy Policy. Before it moved to the Front Page. But it also could be generated.

But yeah with everything on the Website, I haven't seen any Cookies besides the ones generated by phpbb. So there is nothing to worry about for now.
