Overall topic?

I think it would be good to have some info about the core purpose of the forum. Commonly I see this placed at the very top of the index, but the FAQ would be another good place. I can see by the list of subforums that this is a multi-purpose forum, but some general idea of the purpose would be appreciated. Some more detail about subforums on their indices would also be nice (e.g. self-promotion limits and such).
